Mastering Health Logistics: The Digital Frontier of Capacity Building in Zambia’s eLMIS

In the realm of healthcare logistics, efficiency and accuracy are paramount. For the Zambia Ministry of Health (MOH), ensuring the seamless operation of its Electronic Logistics Management Information System (eLMIS) is not just a necessity but a mission-critical task. Thanks to the visionary partnership between the MOH and the USAID Electronic Supply Chain Management Information System (eSCMIS) project, a groundbreaking solution has been forged – the eLMIS eLearning platform.

The journey towards this innovative platform began with recognizing the challenges faced in traditional training methods. Despite the diligent efforts of the USAID eSCMIS project in conducting capacity-building workshops and on-the-job training, the ever-evolving landscape of staff transitions and new recruitments creates persistent knowledge gaps. Conventional in-person training sessions, while valuable, proved costly and logistically challenging.

In response to these challenges, the USAID eSCMIS project, in collaboration with the MOH, leveraged technology to create a dynamic learning ecosystem. The need for a scalable and cost-effective solution prompted the development of the eLMIS e-learning platform, a solution that is expected to revolutionize eLMIS training.

At its core, the eLMIS eLearning platform is designed to empower MOH staff with the knowledge and skills necessary to navigate the eLMIS system with confidence and proficiency. By offering self-paced, accessible, and comprehensive eLMIS training modules, the platform ensures that healthcare facility staff are equipped to perform their duties effectively.

One of the key features of the platform is its competence-based approach, providing learners with practical insights and real-world scenarios to enhance their understanding. Moreover, the platform extends its reach beyond existing eLMIS users, offering a head start to staff from facilities not yet utilizing the system. This proactive approach not only accelerates the adoption process but also fosters a culture of continuous learning within the healthcare ecosystem.

Since its launch in February 2024, the platform has witnessed an overwhelming response, with over 300 health facility staff completing the eLMIS Facility Edition course within a month. Montford Phiri, a Medical Laboratory Technologist at Muzeyi Rural Health Centre in Chipangali District, shares his perspective on the transformative impact of the platform:

“The system is incredibly user-friendly, making the learning process seamless. Completing the Facility Edition course was enlightening; I gained invaluable insights into various tasks. Previously, tasks like creating new batches or managing user accounts (adding new users) seemed daunting, but now I feel confident in performing these tasks efficiently. Additionally, I’ve learned how to make corrections and adjustments within the system, enhancing my overall proficiency.”

Montford’s enthusiasm extends beyond personal development; he’s already begun sharing his knowledge with colleagues:

Having gained this knowledge, I’m excited to pass it on to my peers. I’ve already oriented two colleagues and have been able to assist others who were struggling with the system. It’s incredibly empowering to be able to contribute to our collective learning and skill development.”

Looking ahead, Montford is eager to expand his expertise:

“My next goal is to learn how to troubleshoot issues independently, reducing our reliance on external support. The e-Learning platform will be instrumental in facilitating this journey. Its convenience and self-paced nature have made learning accessible to all, without the need for costly in-person training. With more healthcare professionals equipped with eLMIS skills, we can enhance efficiency and effectiveness across our healthcare facilities.”
